If you're thinking about buying a home in Eastlake, Chula Vista, one question can make a surprisingly big difference in your monthly housing cost: does the home have Mello-Roos?
The answer isn't as simple as saying Eastlake does or doesn't have Mello-Roos. Some of Eastlake's older neighborhoods and individual properties may have no Mello-Roos, while homes in other parts of Eastlake may still have special taxes or assessments. Even within the same neighborhood, never assume two homes have the same tax situation.
I've been an Eastlake resident since 1987 and have watched Eastlake grow from its earliest neighborhoods into the much larger community we know today. One thing I always want buyers to understand: property taxes, Mello-Roos, HOA fees, insurance and financing can all affect what a home actually costs you each month.
What Is Mello-Roos?
Mello-Roos is a special tax that can be imposed on properties within a Community Facilities District, or CFD. These districts were created to help finance public facilities and services as newer communities were developed, including in Eastlake and other parts of eastern Chula Vista. For a homeowner, the key point is that Mello-Roos can be an additional amount on your property tax bill beyond the basic property tax. For the full explanation, see my Mello-Roos in Eastlake guide.
Which Eastlake Neighborhoods Have No Mello-Roos?
Generally, older areas of Eastlake are where buyers are more likely to find homes without Mello-Roos, or where older assessments have ended. You may find homes advertised without Mello-Roos in:
- Eastlake Shores
- Eastlake Hills
- Eastlake Greens
- Other older Eastlake properties where applicable special assessments have ended
Eastlake Shores and Eastlake Hills are Eastlake's two original communities, and homes there are frequently marketed as having no Mello-Roos. You can also find homes in Eastlake Greens marketed that way.
But don't assume every property in a neighborhood has the same tax situation. I would never recommend buying based solely on a listing description that says "No Mello-Roos." Verify the specific property.
Why Can Mello-Roos Be Different Within Eastlake?
Eastlake wasn't built all at once. It developed over many years and includes different neighborhoods, subdivisions, phases, property types, financing districts and construction periods. You may hear names such as Eastlake Shores, Hills, Greens, Trails, Trails North, Vistas, Woods, Summit and Gates, but the neighborhood name alone doesn't tell you everything about a property's taxes.
The City of Chula Vista has had different special financing districts associated with Eastlake over the years, including districts connected with Eastlake Greens and a Community Facilities District involving Eastlake Woods, Vistas and Land Swap. So the better question isn't "Does Eastlake have Mello-Roos?" It's: "Does THIS Eastlake property have Mello-Roos or other special assessments, how much are they, and when do they end?"
Do Eastlake Shores and Eastlake Hills Have Mello-Roos?
Eastlake Shores and Eastlake Hills were developed beginning in the 1980s, and today you can find many properties there marketed as having no Mello-Roos. My own Eastlake Hills tax bill no longer has any Mello-Roos (CFD) lines. That can make these neighborhoods attractive to buyers who want the Eastlake lifestyle while potentially avoiding the additional expense associated with some newer communities. Still, verify the tax information for the individual property.
Does Eastlake Greens Have Mello-Roos?
You can find Eastlake Greens homes currently marketed as having no Mello-Roos, but that does not mean every home in the Greens automatically has none. Different sections and properties can have different circumstances, and some assessments may be approaching their end date. Look at the specific property's tax bill and applicable assessments.
What About Eastlake Woods and Eastlake Vistas?
Be particularly careful about assuming newer Eastlake neighborhoods have the same tax structure as the earliest ones. The City of Chula Vista has a Community Facilities District known as CFD No. 06-I, Eastlake Woods, Vistas and Land Swap, as well as the maintenance district CFD 07M for the Woods and Vistas. The property's location within a CFD and the applicable special tax information need to be verified.
How Much Difference Can No Mello-Roos Make?
Imagine comparing two Eastlake homes, each priced at $900,000 with a $120 monthly HOA. Home A has no Mello-Roos. Home B has an additional Mello-Roos assessment. They may look like they cost the same when you're scrolling through listings, but they don't necessarily cost the same each month.
A slightly more expensive home without Mello-Roos could have a monthly cost competitive with a lower-priced home carrying a significant special tax. The actual numbers depend on the specific properties, financing, assessments, insurance and HOA fees.
Does Mello-Roos Ever End?
It can, but there isn't one expiration date for every Eastlake property. Some special taxes pay debt for particular improvements; others operate differently. Before buying, find out:
- What special taxes or assessments currently apply?
- How much are they?
- What district or assessment created them?
- Is there an expected end date?
- Could another assessment continue after a particular bond is paid?
Don't Confuse HOA Fees with Mello-Roos
HOA fees and Mello-Roos are not the same thing. HOA dues are paid to a homeowners association to operate and maintain community amenities and common areas. Mello-Roos is a special tax associated with a Community Facilities District. An Eastlake property could have HOA fees but no Mello-Roos, both, or different assessments and HOA costs depending on the community.
No Mello-Roos Is One Part of the Decision
A home without Mello-Roos can lower the annual property tax burden and give a buyer more flexibility, but the home itself still matters: location, condition, floor plan, HOA, amenities, upgrades, commute, resale considerations and your priorities. No Mello-Roos is one part of the decision, not the entire decision.

Which Eastlake neighborhoods have no Mello-Roos?

Does Eastlake Woods have Mello-Roos?

Not necessarily. Consider the purchase price, HOA fees, condition, location, amenities, floor plan, financing, insurance and long-term goals too.
