What Is Eastlake?

Eastlake is a master-planned community on the east side of Chula Vista, in southern San Diego County. The first homes were built in the mid-1980s around a private lake, and the community grew east toward the hills and the Otay Lakes over the next 25 years.

Today Eastlake has seven residential neighborhoods in ZIP codes 91913, 91914 and 91915, three master homeowners associations, its own shopping centers, parks and trails, and schools right in the community.

Good to know before you visit

  • Eastlake is part of the City of Chula Vista, not a separate city
  • Most homes belong to an HOA, and some also pay Mello-Roos
  • State Route 125 (a toll road) runs right through the community
  • Weather is mild year-round, a little warmer than the coast in summer

Monthly costs

What a Home Really Costs Each Month

The price is only part of the story. Before you fall in love with a house, add up these four costs. I'll line them up for any home you're considering.

1. Property tax

In California, the base tax is 1% of your purchase price, plus local voter-approved charges. It's reassessed when you buy, then can rise by no more than 2% a year under Proposition 13.

2. HOA dues

Eastlake has three master HOAs, and many homes also belong to a smaller sub-association. Always ask for the total monthly dues. How Eastlake's HOAs work →

3. Mello-Roos and special taxes

Some Eastlake homes pay Mello-Roos, a special tax that helped build the schools and roads. Others have paid it off. It depends on the address, so we check the tax bill for every home. Mello-Roos in Eastlake →

4. Homeowners insurance

Get insurance quotes early, as soon as you're serious about a home. Insurance has become harder to find in parts of California, and your lender will need a policy in place before closing.

Insider tip: Lenders count HOA dues and Mello-Roos in your monthly budget, so two homes at the same price can qualify very differently. Knowing these numbers up front avoids surprises.
Schools

Buying with a VA loan

  • No VA loan limit if you have full entitlement, so you may be able to buy with no down payment
  • Get your Certificate of Eligibility (COE) and a pre-approval from a lender experienced with VA loans
  • Condos and townhomes need to be in a VA-approved project, so we check that first
  • Veterans with a service-connected disability may be exempt from the VA funding fee
  • HOA dues and Mello-Roos count toward what you qualify for, so we confirm them early

Buying from out of town

  • Live video tours of homes and the neighborhood, so you can shop before you arrive
  • Offers, disclosures and most escrow paperwork signed electronically
  • Inspections and walk-throughs shared by video and photos
  • Compare your BAH with the full monthly cost of each home, HOA and Mello-Roos included
  • A local who has lived here since 1987 and knows the streets, not just the listings
Your moving plan

Relocation Timeline: From Orders to Keys

Every move is different, but this is the order I walk my out-of-town buyers through.

  • As soon as you knowCall me and a lender. Get pre-approved (and your COE for a VA loan), set a budget that includes HOA dues and Mello-Roos, and check your BAH if you're military.
  • 60–90 days outNarrow down neighborhoods together. I'll send homes that fit, including ones coming up soon, and we'll start video tours.
  • 30–60 days outMake an offer. Escrow often takes about 30–45 days. Inspections, the appraisal and HOA documents happen during this time.
  • Closing weekFinal walk-through (in person or by video), sign the loan documents, and get your keys.
  • After you arriveEnroll in school with the district, set up utilities, and get to know your HOA's clubs and amenities.
PCS tip: If your report date and closing date don't line up, plan for temporary lodging. Ask your installation about Temporary Lodging Expense (TLE) and keep your receipts.
